    III. An Environment to Help Students Become Autonomous Learners

          NCUE Library's major work is to support teaching / research needs of our faculty members and patrons so as to fulfill its share in the university's missions.
          In response to the advent of the age of electronic networking, NCUE Library have continued to collect not only the widest range of books, periodicals, both in languages of our own and others, but also diverse electronic databases and e-books. Recently we have furthermore built up a complete digital system for theses and dissertations ever published in our university.
         We have two libraries located at our two campuses, the Main Library and Bao-Shan Library. To be of most convenient service to our patrons, hours of service have been extended up to 177 hours per week. In addition, we are also furnished with reading areas, group study rooms, audio and video equipments in spacious seats, close carrels, leisure reading tables, conference rooms, and a lecture hall. The overall design offers tasteful, serene, and classic space for our patrons to enjoy quiet and comfortable reading.
          Looking forward to the future, we will continue to contribute our efforts by using the faiths we have long been holding onto: simplifying the workflow, professionalizing librarians, quantifying results, digitalizing knowledge, instantaneous service, human management, and beautifying space.

    ¢½. An Environment for Promoting Special Education

         The Special Education Center was established in August 1969. The aims of Center are to accelerate the development of special education in central areas in Taiwan. The main tasks of the Center include providing guidance and consultation for special education teachers in teaching strategies and curriculum design and providing in-service teacher training programs. In addition, the Center also assists the local governments in assessment for special children and publishes periodical, books and pamphlets on topics of special education.

         At present the Center has been an important consulting center for special education teachers and parents of children with special needs in central areas in Taiwan.

    ¢¾. Provide Community Counseling Service

         Based on considering the psychological needs of people in Taiwan, NCUE set up the community counseling center in 1994. Combining the related resources of the Department of Guidance & Counseling, the center became the first agency that provides professional counseling service to the public in the nation. So far, the center has built up all kinds of mental health programs. Furthermore, the center had gradually become one of the important part of the community mental health net. Currently, the case load for the center is over 1,000 per year.

    ¢¿. Develop Nano Science and Technology

         The Center for Nano Science and Technology of NCUE (NCUE/CNST), which is the very first center for nano science and technology of all normal universities in Taiwan, was established in August 2004. The aim of NCUE/CNST is to integrate the research personnel and R&D capability of College of Science and College of Engineering of NCUE to improve the quality of education, research, and services in nano science and technology. The main tasks of the NCUE/CNST include the following: promote the fundamental science and applied research in nano science and technology in order to improve the quality and quantity of academic publications; promote the transfer of R&D technology; develop the courses in
    nano science and technology for the cultivation and training of the regular students
    and the on-job personnel in order to enhance our domestic R&D capability in nano science and technology; promote the entrusted and collaboration programs with the commercial companies, governmental organizations and
    academic institutes; hold various nano science and technology related workshops, and domestic and international conferences; manage the NCUE core nano equipments; and develop the capability in design and simulation of advanced nano devices.
